Mission Statement

 

The Houston Area Coalition for Police Accountability is a non-partisan organization whose mission is to develop, propose and implement a model of civilian oversight, which facilitates police accountability and aids in improving law enforcement culture.

 

Petition

 

We petition the Mayor, City Council of Houston, and Texas legislators to develop an independent civilian oversight board which can effectively investigate allegations of misconduct by law enforcement staff, facilitate criminal prosecution and/or professional disciplinary actions when necessary, and promote positive police policies and procedures.

 

We believe that an effective civilian oversight board must be adequately funded, democratically empowered, culturally diverse, politically independent, and endowed with sufficient authority to be effective in its endeavors.

 

We believe that to achieve our goals and purposes we must enlist the community as partners in our work to help develop and support specific legislation while installing oversight authority where it most appropriately belongs: in the hands of those who are served by law enforcement organizations.
